阁下们、同事们：

Excellencies and Colleagues,
我很高兴作为胡锦涛主席特别代表，来到美丽的伊斯坦布尔参加阿富汗问题地区峰会，并祝会议取得圆满成功。我们高度赞赏土耳其为解决阿富汗问题所做的努力，支持土耳其、阿富汗、巴基斯坦开展三方合作。
It is a distinct pleasure for me to come to the magnificent city of Istanbul and attend the regional summit on Afghanistan as the special representative of President Hu Jintao. Let me begin by wishing the meeting a full success. We highly appreciate Turkey’s efforts in addressing the issue of Afghanistan, and we support the tripartite cooperation among Turkey, Afghanistan and Pakistan.

Excellencies and Colleagues,
过去8年，我们见证了阿富汗人民不畏艰难、自强不息的奋斗历程。阿富汗已从战争创伤中逐步恢复，并在机构建设、经济发展、对外交往等方面取得积极成果。特别是2009年，阿富汗人民成功举行总统大选，在实现“阿人治阿”的道路上迈出了重要一步。国际社会也积极帮助阿巩固和平、恢复稳定和经济重建，始终心系阿富汗人民。同时，阿富汗仍面临各种严峻挑战，特别是安全形势依然动荡，经济重建进展缓慢，人民生活亟待改善。
Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. Afghanistan has gradually recovered from the traumas of war and scored commendable achievements in institution building, economic development and external relations. The successful presidential election held by the Afghan people in 2009 was of special significance, as it marked an important step forward towards the goal of “Afghanistan run by the Afghans”. The international community, for its part, has actively reached out to Afghanistan to help secure peace, restore stability and rebuild the economy. Countries around the world have shown great care and concern for the well-being of the Afghan people. But on the other hand, Afghanistan is still confronted with a myriad of daunting challenges. The security situation remains volatile, the process of economic reconstruction is slow and people’s livelihood needs urgent improvement. All these are sources of particular concern.
阁下们、同事们，
Excellencies and Colleagues,
阿富汗局势正处于承前启后的关键时期。我们衷心希望，在阿富汗政府和人民的努力下，在国际社会的大力支持下，一个和平稳定、独立自主、发展进步、睦邻友善的阿富汗出现在世人面前。
Afghanistan is at a critical juncture. It should build on past achievements and strive for greater progress. We sincerely hope that with the hard work of the Afghan government and people and the strong support of the international community, a peaceful, stable and independent Afghanistan that enjoys development and good-neighborliness will emerge in the world.
一个和平稳定的阿富汗，应远离战乱和动荡，消除恐怖主义威胁，同时包容并超越不同民族、宗教信仰和政治集团等因素，实现全面持久的民族和解。
A peaceful and stable Afghanistan should be free from war and turmoil. It should eradicate the threat of terrorism. It should accept the existence of diverse ethnic groups, religions and political affiliations and rise above their differences to achieve comprehensive and enduring national reconciliation.
一个独立自主的阿富汗，应得到各国和国际社会的平等相待和充分尊重，享有不可侵犯的主权独立、领土完整和国家尊严，由人民自己决定前途命运，掌握国家事务主导权。
An independent Afghanistan should be treated as an equal member of the international community and fully respected by all countries. It should enjoy inviolable sovereign independence, territorial integrity and national dignity. Its future and destiny should be determined and its state affairs run by its own people.
一个发展进步的阿富汗，应走符合国情并适应时代潮流的发展道路，不断完善各项制度，不断加强政府执政能力，不断提高经济发展水平，不断改善人民生活质量，努力实现社会公平、正义与和谐。
An Afghanistan that enjoys development should follow a development path that suits its national circumstances and the trend of our time. It should make unremitting efforts to improve institutions, strengthen governance, develop the economy, raise people’s living standards and achieve social equity, justice and harmony.
一个睦邻友善的阿富汗，应同地区国家、特别是邻国发展睦邻友好关系，开展互利共赢的合作，并融入地区合作机制，为地区和平、稳定与发展作出积极贡献。
An Afghanistan that enjoys good-neighborliness should grow amicable ties and engage in win-win cooperation with all other countries in the region, especially its neighbors. It should be a part of the regional cooperation mechanisms and contribute its share to peace, stability and development of the region.
阁下们、同事们，
Excellencies and Colleagues,
我们这些地区国家、特别是阿邻国如何帮助建立这样一个新阿富汗？我愿提出以下四点建议：
How can we, countries in the region, and especially neighbors of Afghanistan, help to build such a new Afghanistan? I believe we should focus our efforts on the following four aspects.
第一，要发挥优势，积极参与。地区国家在地缘、宗教、民族、语言等方面同阿有特殊联系，应发挥独特影响，积极主动帮助阿富汗早日实现和平稳定、经济发展与社会和谐，推动阿富汗融入地区和国际合作，同时要充分尊重阿富汗的独立自主。
First, we should bring into full play our advantages and get actively involved in Afghanistan’s reconstruction process. Countries in the region have special associations with Afghanistan due to geographical, religious, ethnic and linguistic reasons. We should employ our unique influence to help Afghanistan realize peace, stability, economic development and social harmony at an early date. We should facilitate its integration into regional and international cooperation. And we must always remember to fully respect the independence of Afghanistan.
第二，要加强合作，突出重点。在帮助阿富汗的过程中，地区国家应加强协调，形成合力，特别是要把阿富汗的能力建设和人力资源开发放在突出位置。我们要本着相互尊重、平等互利的原则，重点在运输与贸易便利化、能源、交通、禁毒、教育等领域同阿富汗开展务实合作。
Second, we should scale up cooperation and make our assistance more focused. We should enhance coordination and achieve greater synergy in helping Afghanistan. We should accord top priority to Afghanistan’s capacity building and human resources development. And we should, under the principles of mutual respect, equality and mutual benefit, engage in result-oriented cooperation with Afghanistan in such key areas as transport and trade facilitation, energy, communications, drug control and education.
第三，要加强协调，提高效率。目前国际社会关于阿富汗问题的机制和设想较多。地区国家应加强沟通，保证有关机制现实可行、务实高效，为早日解决阿问题发挥积极作用。要避免各种机制相互重叠、浪费资源。要充分尊重和照顾阿富汗及其邻国的共同意愿，平等协商，循序渐进，逐步凝聚和扩大共识。
Third, we should strengthen coordination and improve efficiency. There are now quite a number of mechanisms and initiatives regarding Afghanistan. Countries in the region should increase communication to ensure that the relevant mechanisms are viable, practical and efficient and can play a positive role in bringing about an early solution to the Afghan issue. We should avoid overlapping of various mechanisms as that can only waste our resources. It is important to fully respect and accommodate the shared aspirations of Afghanistan and its neighbors, engage in consultations on an equal footing, seek incremental progress and gradually build and expand consensus.
第四，要开放包容，良性互动。地区国家与阿富汗的合作只是国际社会支持阿重建的一部分，必须尊重联合国在协调国际努力中的主导作用，体现开放透明。同时，地区外国家应积极支持地区国家的努力，并充分理解它们面临的困难，形成良性互动。
Fourth, we should be open and inclusive and promote sound interactions with other partners. Cooperation between countries in the region and Afghanistan is only a part of the international endeavor to support Afghanistan’s reconstruction. It is imperative to respect the leading role of the United Nations in coordinating international efforts and demonstrate openness and transparency. Countries outside the region should vigorously support the efforts of countries in the region and fully appreciate their difficulties in order to foster sound interactions between the two.
阁下们、同事们，
Excellencies and Colleagues,
中国是阿富汗的邻国，两国人民的友谊源远流长。中国是阿富汗战后和平重建的积极支持者、参与者和推动者。2002年以来，我们已全部免除阿富汗政府的到期债务，并提供了总额9亿多元人民币的无偿援助。我们在阿富汗开展了一批涉及民生的援助项目，特别是共和国医院、帕尔旺水利工程等一系列重大项目，在阿富汗重建进程中发挥了积极作用。中方已为500多名阿富汗政府官员提供了培训，涉及外交、经贸、医疗卫生、财政金融、旅游、农业、禁毒等诸多领域。
China is a neighbor of Afghanistan and the friendship between our peoples dates back to antiquity. China has actively supported, promoted and participated in Afghanistan’s post-war peace and reconstruction effort. Since 2002, we have cancelled all mature debts owed by the Afghan government and provided a total of more than RMB900 million yuan grant assistance. We have launched a large number of assistance programs in Afghanistan to help improve people’s lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project. These projects have made a positive impact in the country’s reconstruction process. China has trained over 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics.
今后，中方还将继续在力所能及的范围内向阿富汗提供支持。2009年中方已宣布，将此前承诺的7500万美元优惠贷款全部转为无偿援助，在未来5年内实施。目前第一笔援款已于2009年到位，中方将在今后4年内继续做好剩余6000万美元援款的落实工作。我们还将继续在职业教育、人力资源开发等方面向阿富汗提供帮助。
Looking ahead, China will continue to give support to Afghanistan within its capacity. China announced last year that it would turn all its previously committed US$75 million concessional loans into grant assistance, to be provided over a five-year period. The first tranche of funds was already delivered in 2009, and the remaining US$60 million will be made available in the coming four years. In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development.
