长江三角洲地区是我国综合实力最强的区域，在社会主义现代化建设全局中具有重要的战略地位和带动作用。改革开放特别是推进上海浦东开发开放以来，长江三角洲地区经济社会发展取得巨大成就，对服务全国大局，带动周边发展做出了重要贡献，积累了丰富经验。在当前国际经济环境发生重大变化、国内各项改革深入推进的新形势下，为进一步推进长江三角洲地区改革开放和经济社会发展，2008年9月，国务院印发了《关于进一步推进长江三角洲地区改革开放和经济社会发展的指导意见》（国发[2008]30号，以下简称《指导意见》）。
The Yangze-river Delta Region boasts the strongest comprehensive strength among regions in China, and it holds a strategic position and plays a driving force in the socialist modernization. Since the reform and opening-up, especially after we have promoted the development and opening-up of Pudong Shanghai, the Yangze-river Delta Region has made great achievements in its social-economic development. In this way, it has accumulated rich experience and made important contributions to serving the overall development of the country as well as pulling the development of neighboring regions. Nowadays the international economic environment has undergone significant changes and various reforms are being promoted further. Thus, the State Council has published and delivered the Guiding Opinions on Further Promoting the Reform, Opening-up and Social-Economic Development of the Yangze-River Delta Region (hereinafter referred to as “the Guiding Opinions”) with the aim to further pushing forward the cause.
《指导意见》指出，长江三角洲地区包括上海市、江苏省和浙江省，进一步推进长江三角洲地区改革开放和经济社会发展，有利于推进区域经济一体化，提高自主创新能力和整体经济素质；有利于增强对中西部地区的辐射带动作用，推动全国区域协调发展；有利于提高开放型经济水平，增强我国国际竞争力和抗风险能力；有利于推进体制创新，促进建立健全充满活力、富有效率、更加开放的体制机制。
The Guiding Opinions pointed out that, further promoting the reform and opening-up of the Yangze-River Delta Region, including the Shanghai city, Jiangsu province and Zhejiang province, will contribute to advancing the regional economic integration, lifting the independent innovation capacity and overall economic quality, strengthening the Delta's pulling and radiating effects on central and western China, promoting the coordinated development among different regions in China, improving the open economy and enhancing China's international competitiveness and risk-resistant capacity. Such move will also help push forward the systematic innovation and build a more dynamic, efficient and open mechanism.
《指导意见》明确，进一步推进长江三角洲地区改革开放和经济社会发展，要高举中国特色社会主义伟大旗帜，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，进一步解放思想、与时俱进，进一步深化改革、扩大开放，着力推进经济结构战略性调整，着力增强自主创新能力，着力促进城乡区域协调发展，着力提高资源节约和环境保护水平，着力促进社会和谐与精神文明建设，实现科学发展、和谐发展、率先发展、一体化发展，把长江三角洲地区建设成为亚太地区重要的国际门户、全球重要的先进制造业基地、具有较强国际竞争力的世界级城市群，为我国全面建设小康社会和实现现代化做出更大贡献。
The Guiding Opinions state explicitly that we should uphold the great banner of socialism with Chinese characteristics in further promoting the reform, opening-up and social-economic development of the Yangze-River Delta Region. Such work should be guided by the Dexiaoping theory and important thoughts of “Three Represents”. We should firmly implement the Scientific Development Outlook, further free ourselves from outmoded mindset and improve ourselves with each passing day. We should further deepen the reform and open wider to the outside world. Efforts should be stepped up to carry out strategic economic restructuring, enhance the independent innovation capacity, promote the coordinated development of the urban and rural areas, lift the level of resource conservation and environmental protection, and promote social harmony and moral education. Only in this way can we take the lead in developing the Yangze-river Delta region in a scientific, harmonious and integrated manner, and build the region into one key international portal in the Asia-Pacific region, an important base for advanced manufacturing in the globe, a world-level cluster of cities with strong international competitiveness. As a result, the Delta region will make even greater contribution in the cause of China 's modernization and building a well-off society in an overall way.
《指导意见》提出，进一步推进长江三角洲地区改革开放和经济社会发展，要坚持以下原则：（1）坚持科学发展，努力提高自主创新能力，切实加强资源节约和环境保护，推进经济发展方式的转变；（2）坚持和谐发展，着力保障和改善民生，加强社会主义民主法制建设，维护社会公平正义；（3）坚持率先发展，加强与周边地区和长江中上游地区的联合与协作，强化服务和辐射功能，带动中西部地区发展；（4）坚持一体化发展，统筹区域内基础设施建设，形成统一开放的市场体系，促进生产要素合理流动和优化配置；（5）坚持改革开放，继续在体制创新上先行先试，率先在重要领域和关键环节取得突破，为又好又快发展提供制度保障。
The Guiding Opinions put forward the following principles in further promoting the reform, opening-up and social-economic development of the Yangze-River Delta Region. Firstly, stick to the scientific development. Step up efforts to improve independent innovation, implement resources conservation and environmental protection, and push forward the transformation of economic growth mode. Secondly, persist in harmonious development. Work hard to ensure and improve people's welfare, enhance the building of the socialist democracy and legitimate framework, and safeguard social justice and fairness. Thirdly, adhere to taking the lead in development. Strengthen the cooperation and coordination with neighboring regions and the middle and upper stream of the Yangze River . Enhance the serving and radiating role so as to pull the central and western regions in their development. Fourthly, stick to the integrated development. We should plan as a whole the infrastructure projects in the Delta region, build a unified and open market system, and facilitate the rational flow and optimized distribution of essential production factors. Fifthly, persist in reform and opening-up. We should further take the lead in carrying out pilot programs in systematic innovation and make breakthroughs in important areas and key links, so as to provide mechanical guarantee for the sound and rapid development.
《指导意见》分阶段提出了长江三角洲地区未来发展的主要目标，具体是：到2012年，长江三角洲地区产业结构进一步优化，服务业比重明显提高；创新能力显著增强，科技进步对经济增长的贡献率大幅提升；区域分工和产业布局趋于合理，对外开放的质量和水平明显提升；单位地区生产总值能耗低于全国平均水平，重点地区生态环境恶化的趋势得到遏制；社会保障体系覆盖城乡，公共服务能力进一步增强，基本实现全面建设小康社会的目标。到2020年，形成以服务业为主的产业结构，三次产业协调发展；在重要领域科技创新接近或达到世界先进水平，对经济发展的引领和支撑作用明显增强；区域内部发展更加协调，形成分工合理、各具特色的空间格局；主要污染物排放总量得到有效控制，单位地区生产总值能耗接近或达到世界先进水平，形成人与自然和谐相处的生态环境；社会保障水平进一步提高，实现基本公共服务均等化。再用更长一段时间，率先基本实现现代化。
The Guiding Opinions put forward major objectives for the different stages in the future development of the Yangze-river Delta Region. Such objectives go as follows: In 2012, the industrial structure in the Delta region will be further optimized, with the service industry accounting for a remarkably larger share; innovation capacity will be markedly improved and technology advancement makes greater contribution to the economy; regional division of labor and industrial map out become more rational and the quality and level of opening-up have been distinctly lifted; the energy consumption of per capita regional production should be lowered than the national average and the ecological degeneration trend be checked in key areas; the social security system covers both the urban and rural regions with increased ability to provide public service, and the goal of building a well-off society in an all-round way should be achieved in substance. By 2020, the Delta region should form a new industrial structure featuring the service industry as the mainstay and the three industries developing in a coordinated way, technological innovation approach or reach the world advanced level, which play a markedly leading and supporting role in economic development; the inside-regional development become more coordinated featuring a rational division of labor and each having its advantages; the total volume of major pollutants discharge should be put under effective control, and the energy consumption per capita region production approach and reach the world advance level, so as to create an ecological environment in which human and nature live in harmony; the social security system has been further improved and each civilian enjoys equal basic public service. In a longer term, the Delta region should take the lead in basically realizing modernization.
为实现上述目标，《指导意见》提出了进一步推进长江三角洲地区改革开放和经济社会发展的十大重点领域：
To achieve the above goals, the Guidance Opinions put forward 10 key areas of reform to further advance the opening up and economic and social reform of the Yangtze River Delta Region:
一是加快发展现代服务业，大力改善服务业发展环境，努力形成以服务业为主的产业结构；
1. Struggle for the establishment of a service-dominant industrial mix by means of accelerating the development of service industry and improving service industry development environment.
二是全面推进工业结构优化升级，做大做强高技术产业和优势支柱产业，进一步优化空间布局，进一步优化企业竞争力，努力建设国际先进制造业基地；
2. Struggle for the establishment of world-class level manufacturing base through comprehensive industrial mix optimization and upgrade, high-tech and pillow industries expansion and strengthening, layout optimization and competitiveness optimization.
三是统筹城乡发展，大力发展现代农业，加快完善农业生产、经营、流通和服务体系，全面深化农村改革，扎实推进社会主义新农村建设；
3. To take an overall consideration of urban and rural development, strive for modern agricultural development, speed up the improvement of agricultural production, operation, logistics and service systems, deepen rural reform and advance the socialist new countryside construction.
四是大力推进自主创新，构建具有国际竞争力的区域创新体系，实现关键领域和核心技术的创新突破，营造鼓励自主创新的政策环境，加强创新型人才的培养和引进，加速建成创新型区域；
4. Strive for independent innovation, establish regional innovation system with international competitiveness, create policy environment that encouraging independent innovation, and strengthen newly type talent cultivation and introduction, speed up the establishment of new type region.
五是走新型城市化道路，构建完备的城镇体系，完善和提升各类城市功能，提高城乡规划和建设管理水平，培育具有较强国际竞争力的世界级城市群；
5. Follow a new urbanization path, build up a comprehensive city and village system, improve and upgrade city functions, improve city and village planning and construction management level, build up world class level city groups with high international competitiveness.
六是积极推进重大基础设施一体化建设，完善综合交通运输体系，构建区域能源安全体系，改善水利基础设施，改进和健全信息基础设施，增强区域发展的支撑能力；
6. Actively implement the integration construction of major infrastructure, improve transportation system, build up regional energy security system, improve irrigation infrastructure, improve information infrastructure, and increase the support ability of regional development.
七是推进资源节约型和环境友好型社会建设，提高土地节约和集约利用水平，全面推进节能降耗，强化环境保护和生态建设，全面提高可持续发展能力；
7. Push forward construction energy conservation and environment friendly society, improve land conservation and intensive cultivation, implement comprehensive energy conservation and emission reduction, strengthen environment protection and eco-system construction, and increase sustainable development ability.
八是加强文化建设和社会事业建设，加快完善就业和社会保障体系，加强外来人口服务和管理，促进经济社会协调发展；
8. Strengthen construction of cultural and social cause, speed up improvement of employment and social security system, strengthen administration and service of non-local citizens and promote coordinate development of economy and society.
九是着力推进改革攻坚，大力推进行政管理体制改革，继续推进非公有制经济发展和国有企业改革，加快市场化进程，着力构建规范透明的法制环境，继续推进重大改革试验，率先建立完善的社会主义市场经济体制；
9. Give priority to tough issues during reform, vigorously implement administrative system reform, continue non-state owned economy development and state owned enterprises reform, accelerate process of marketization, and build up standard transparent legal environment, continue major pilot reform, take the lead to establish perfect socialist market economy system.
十是健全开放型经济体系，加快转变外贸增长方式，着力提高利用外资质量，加快企业“走出去”步伐，全面提升对外开放水平。
10. Improve open economic system, accelerate transformation of foreign trade growth model, focusing on quality improvement of foreign capital utilization, step up the “going global “ strategy, upgrade opening up level comprehensively.
《指导意见》还就落实文件提出的各项任务，明确了相应的保障措施。
Supportive measures on implementation of various missions are clearly stated in the Guidance Opinion.
一是加强统筹协调。两省一市要根据本指导意见的要求，研究制订切实可行的实施方案，落实各项工作任务；要深入实际调查研究，及时总结经验，扎实推进，重大问题要及时向国务院报告。国家发展和改革委员会要牵头抓紧编制《长江三角洲地区区域规划》，并做好与相关规划的衔接协调、组织实施和各项政策措施落实的督促检查工作。国务院各有关部门要加快职能转变，增强服务意识，根据本指导意见研究提出本部门支持和推进长江三角洲地区改革开放和经济社会发展的具体措施。
First, strengthen overall coordination. Based on the requirement of Guidance Opinion, the two provinces and one municipality need to study and formulate feasible implementation plan, implement various tasks, carry out practical research, and learn experience and report to the State Council on major issues. NDRC will take the lead to work out the Regional Planning on the Yangtze River Delta Region, coordinate well with other plans, and organize the implementation and supervision of various policies and measures. State Council related departments should speed up function transformation, increase service awareness, put forward specific measures to support and promote the opening up and economic and social development in the region.
二是完善合作机制。要积极探索新形势下管理区域经济的新模式，坚持政府引导、多方参与，以市场为基础、以企业为主体，进一步完善合作机制，着力加强基础设施建设、产业分工与布局、生态建设与环境保护等方面的联合与协作。积极推进泛长江三角洲区域合作，要进一步加强与中西部地区经济协作和技术、人才合作，带动和帮助中西部地区发展。积极推进与港澳台的经济联系与合作。
Second, improve cooperation mechanism. Facing new situation, new model of regional economy management need to be explored following the principle that many parties are involved with government provides the guidance, enterprises play the major role according the market principle so as to further improve cooperation mechanism, strengthen infrastructure construction, industrial distribution, eco-system environment protection cooperation and coordination. To actively promote Pan-Yangtze River Delta Region cooperation, economic coordination and technology and talent cooperation need to be enhanced to drive and help the development of mid and western regions. And economic contact and cooperation should be promoted with Hong Kong, Marco and Taiwan.
《指导意见》强调，实现长江三角洲地区又好又快发展，事关国家改革开放和现代化建设大局。两省一市和国务院各有关部门要加强合作，团结奋斗，真抓实干，创造性地开展工作，努力促进长江三角洲地区在高起点上争创新优势、实现新跨越。
The Guidance Opinions emphasize that it is an issue concerning the overall national opening up and modernization that whether the delta region could achieve good and fast development. The two provinces, and the municipality and relevant departments of State Council should strengthen cooperation, unite and fight together, strive for a leap forward development of the delta region by creating new advantages at a high starting point through innovative working.
