At the press conference sponsored by the State Council Information Office on June 25, 2009, Yuan Chunqing, Governor of Shaanxi Province, Feng Jianshen, Deputy Executive Governor of Gansu Province and Li Yingming, Deputy Director General of Department of Western Region of Development (NDRC), briefed the press on the Guanzhong-Tianshui Economic Zone Development Plan, to Further Build the Strategic Highland for West Development. 最近，国务院批准了由国家发展改革委制定的《关中—天水经济区发展规划》，这是促进区域协调发展、打造西部大开发战略高地的重大举措，对于发挥该地区的优势和引领作用，推动西北地区经济振兴，深入持续推进西部大开发，具有重大现实作用和深远的历史意义。
Recently, the State Council has approved "Guanzhong - Tianshui Economic Zone Development Plan" framed by the National Development and Reform Commission. This is a significant measure to promote the regional coordinated development, and build a strategic high ground to the West Development Campaign. It will play a great practical and far-reaching historical role to exert the advantages and the leading position of this region, promote the economic revitalization of the Northwestern region, and in-depthly and continuously boost the West Development Campaign.
实施西部大开发战略以来，陕西经济社会面貌发生了巨大变化，经济平均增长速度达12.1%，进入了加快发展的新阶段。2008年，全省经济总量6851亿元，增长15.6%。财政收入1104亿元，比1999年增长10倍。城乡居民收入分别达到12858元和3136元，比西部大开发前增长两倍以上。国际金融危机虽然对陕西造成了较大影响，但今年一季度国内生产总值仍增长了10.2%，继续保持着平稳较快发展的良好势头。
Since the implementation of the West Development Campaign, Shaanxi has entered a new phase of accelerated development. Great changes have taken place in terms of economy and social outlooks of Shaanxi Province. The economic growth rate reached an average of 12.1 percent. In 2008, the economic aggregate of the whole province amounted to 685.1 billion RMB. The year-on-year increase was 15.6%. The fiscal revenue was 110.4 billion RMB, increasing by 10 times compared to 1999. The income of urban and rural residents reached 12,858 RMB and 3136 RMB respectively. It was a twofold increase compared with their income before the West Development Campaign. Although the global financial crisis made a serious negative impact on Shaanxi Province, its GDP still maintained a stable and rapid development momentum, growing by 10.2 percent in the first quarter of 2009.
关中—天水经济区作为我国西部大开发的三个重点区域之一，在全国具有独特地位和优势。一是历史文化的至高性。这里是华夏文明的重要发祥地，先后有十三个王朝在西安建都，三万多处文物景点遍及全区，堪称中国的人文历史博物馆。二是科技教育的领先性。关中拥有80多所高等院校、100多个国家和省级重点科研院所、100多万科技人才，有西安高新区、杨凌示范区等4个国家级开发区和一批产业基地、大学科技园区，科教综合实力位居全国前列。三是产业构成的高端性。关中的产业涵盖了装备制造、电子信息、生物医药、现代农业等诸多领域，特别是聚集了全国近30%的航空工业研发生产能力，还是中国的航天动力之乡。四是所处地域的战略性。关中地处祖国腹地，是我国大地原点所在地、欧亚大陆桥中国段的中心，铁路、公路、航线和通讯、油气等各种管线密集交汇，千里秦岭又构成我国重要的生态屏障，从而使关中自古以来就是承东启西、连接南北的枢纽。
As one of the three key areas in China's West Development Campaign, Guanzhong – Tianshui Economic Zone has its unique position and advantages. First, it holds its supremacy in aspects of China's history and culture. It is an important birthplace of Chinese civilization. Historically 13 dynasties established their capitals in Xi'an. There are more than 30,000 culture heritage attractions all over the region. Thanks to its rich cultural resources, we may name this region the Museum of China's History and Culture. Second, it plays a leading role in science, technology and education. There are more than 80 institutions of higher education, more than 100 key national and provincial research institutes, over 1 million of science and technology talents, 4 state-level development zones such as Xi'an High-tech Zone, Yangling Agricultural Demonstration Zone, some other industrial bases, and a number of University-run Science and Technology Parks in Guanzhong. It ranks among the top provinces in the aspects of the comprehensive strength of science and education throughout China. Third, it has an advanced industries constitution. Industries of Guanzhong cover the equipment manufacturing, electronic information, biological medicine, modern agriculture and many other fields. Nearly 30% of the national R & D capacity of the aviation industry locates here in cluster. It is the birthplace of China's aviation dynamic industry. Fourth, the area has its strategic position. Guanzhong is located in the hinterland of China's landmass. The geocenter of China is located here. This region is the centre of the Eurasian Continental Bridge Chinese Section. This region is an active hub of railways, highways, air and telecommunications, oil and gas pipelines. Qinling Mountain constitutes an important ecological barrier. From ancient times on, Guanzhong is the pivot to link the east and west, the north and south.
在实施《关中—天水经济区发展规划》过程中，我们将以科学发展观为指导，解放思想，抓住机遇，发挥优势，锐意进取，力争到2020年把关中建成全国区域协调发展新的重要增长极。
In the process of implementing "Guanzhong - Tianshui Economic Zone Development Plan", we will follow the guides of the scientific development concept, open up our minds, seize the opportunity, leverage our advantages and forge ahead. We shall strive to become a new important growth pole in the strategy of the national regional coordinated development by the year of 2020.
——以工业化、城镇化为先导，全面提升经济社会发展水平，建设现代关中。一是重点发展航空航天、装备制造、资源加工等产业集群，建设全国先进制造业基地。二是以西安都市圈为龙头，加速推进西（安）咸（阳）一体化，打造现代化国际大都市，带动关中城镇群快速崛起。三是大力发展高速公路、铁路、机场相结合的综合交通网络，构建以西安为中心、覆盖全区的通江达海大通道。四是深入实施民生八大工程，缩小基本公共服务的城乡差别，实现公共服务能力和水平位居西部前列的目标。
- We shall enhance with all-out efforts the economic and social development with the aims to build a modern Guanzhong through industrialization and urbanization, First, we shall focus on the development of the industrial clusters like aerospace, equipment manufacturing, resource processing, building an advanced manufacturing base in China. Second, forging ahead with the leading force of the metropolitan area in Xi'an, we shall accelerate the integration of Xi'an and Xianyang, create a modern international metropolis, and bring along the rapid rise of Guanzhong cities and towns. Third, we shall vigorously develop the integrated transport network of highways, railways, and airports. We shall set up a great routeway centered with Xi'an, covering the whole region and linking the region to rivers and seas. Fourth, we shall implement 8 livelihood projects, narrowing the urban-rural gap in terms of providing basic public services, achieving the objective to be the forefront in China's West regarding the ability and level of public services.
——以国家级产业园区为载体，大力发展高新技术产业，建设科技关中。加快西安高新区创建世界一流科技园区步伐，充分发挥杨凌示范区在现代农业领域的引领作用，形成一批高新技术产业化基地，促进产学研结合和科技成果转化，把关中建成全国统筹科技资源改革示范基地，为建设创新型国家探索新路径。
- We shall develop high-tech industries, construct Guanzhong with better science and technology throuth the development of state-level industrial park. We shall quicken our pace to make Xi'an High-tech Zone a world-class science and technology park. We shall give full play the leading role of the Yangling Demonstration Zone in the area of modern agriculture, forming a number of high-tech industry bases, promoting the collebaration between production and research, and promoting the transformation of scientific and technological achievements. We shall build Guanzhong into a national demonstration base of the coordinated reform with scientific and technological resources, exploring a new path for building an innovation-oriented country.
——以丰厚的历史文化为依托，运用市场化理念和项目化手段开发文化资源，建设人文关中。大力彰显以周秦汉唐为代表的历史文化底蕴，构建文化、旅游、会展等一体化产业链，打造一批具有世界影响的精品力作，充分发挥展现与弘扬华夏文明基地的作用。
- We shall exercise market-oriented ideas and project-outlined ways to develop our cultural resources, building a humanistic Guanzhong by relying on the rich history and culture. Vigorously highlighting the historical cultures represented by dynasties of Zhou, Qin, Han and Tang, we shall build an industrial chain for the culture, tourism, and exhibition, creating a number of world-class masterpieces of art works, fully showing and promoting Xi'an's role as the Chinese civilization base.
——以一山（秦岭）一水（渭河）为重点，加大环境保护力度，建设生态关中。继续加强秦岭生态屏障建设，加快推进渭河流域重点治理工程，依托交通干线、河流和城镇建设绿色长廊和绿色板块，搞好节能减排，发展循环经济，使关中成为国内人居环境最好地区之一。
- We will make more efforts to protect the environment, build an ecological Guanzhong focusing on “One Mountain (Qinling), One River (Weihe River)”. We will continue to strengthen the construction of Qinling ecological barriers, expedite the Weihe River Regulation Projects. We are committed to energy-saving and emission reduction, develop a circular economy, when developing traffic routes, rivers and towns, green corridors and subregions. Our goal is to make Guanzhong one of the areas with the best living environments.
——以改革开放为动力，加快融入经济全球化进程，建设开放关中。狠抓重点领域和关键环节的改革创新，提升国际化程度和对外开放水平，积极承接东中部地区产业转移，使关中成为海内外投资兴业的热土和全国内陆型经济开发开放的战略高地。
- We shall speed up our integration into the economic globalization, develop an open Guanzhong by the reform and opening-up. We shall pay close attentions to the reform and innovation of the key areas and aspects, enhancing the extent of the internationalization and the level of opening up, actively undertaking the industrial transfer from eastern and central regions. We shall turn Guanzhong into a magnet for investment and production from home and abroad, a strategic high ground for the inland-type economic development and opening up.
历史上的关中曾书写了中华文明最辉煌的篇章，今天的关中已迈入了加快发展的快车道，未来的关中将更加美好，热忱希望中外媒体聚焦关中—天水经济区，与我们共同见证它的成长与发展。
Guanzhong had been written in the most glorious chapters of Chinese civilization. Contemporary Guanzhong has entered the fast lane of development. Guanzhong has a better future.
